IS SOMEONE STEALING YOUR RECYCLABLES?
Once your blue carts/bins are set out for collection, the materials inside belong to South San Francisco Scavenger. It is illegal for an uninvited third party to remove items. Doing so is called illegal scavenging.
Illegal Scavenging is prohibited under the following:
- California Public Resources Code Section 41950-41956
- Millbrae Municipal Code Section 6.15.150
- South San Francisco Municipal Code Section 8.16.120
- City of Brisbane Municipal Code Section 8.24.030
To report theft of recyclables, please call the non-emergency line for your local police. Be ready to provide the date, time, and location of incident. If possible, provide a description of thief and license plate number.

HOW DOES ILLEGAL SCAVENGING AFFECT OUR COMMUNITY?
Illegal scavenging:
- Can increase litter and noise.
- Can discourage residents and businesses from recycling.
- Negatively impacts our community’s ability to track landfill diversion.
- Causes a loss of revenue for South San Francisco Scavenger and may negatively impact fees for collection service.
To help prevent illegal scavenging, residents of single-family homes should put recyclables out at the curb just before 5am on the morning of collection or as late as possible the night before. Businesses and multifamily properties should keep recycling bins locked or inside a secure area.
